In the fourth quarter of 2007, such transfer payments were running at an annual rate of $1.7 trillion; by the fourth quarter of 2009, they had exceeded $2.1 trillion, a 24 percent increase in just two years. In 2007, total government transfers to individuals amounted to 14.2 percent of personal income; late in 2009, they constituted 17.5 percent. This rapidly growing dependence on the dole does not suggest a healthy recovery. Indeed, it heralds the exacerbation of what already was a serious problem for the U.S. political economy. The personal income data show that the recovery has been weaker and less sustainable than many observers have taken it to be. Not all sources of personal income are created equal, and in the present circumstances, not even the rise in personal rental income provides grounds for optimism. So far, the recovery has been not only "jobless," but hollow - like a pinata with no candy inside. Several million of the remaining 57 million who pay no income tax, simply do not earn enough to have a final tax. So they neither pay any taxes nor receive the taxes paid by others, as do the welfare recipients. $400,000,000,000 (transfer payments) divided by 93,000,000 (workers who pay "net income tax") payments = $4301 additional money of your taxes paid turned over to those who received it.
