THE 17% PLAN

2. Bloated, Expensive Staffs

Staff spending averages about $1 million a year, with some individual staff members earning $160,000 a year, before adding in very expensive benefits.

Total staff spending absolutely can be shaved to $600,000 a year while still paying very good salaries and more than adequate benefits. No one will exceed $100,000 a year before several years of proven worth to earn a salary that high.

Staff Savings in just 1 of 535 districts $400,000.

My (candidate's) website will show the updated cost of every other candidate's staff.

My site will have my own staff's individual salaries, their background and a brief resume showing why they deserved to be hired.

I will carefully examine and do my best to reduce my congressional staff from 18 to 14, to set a further example of not spending 1 penny unnecessarly.

Much staff hiring has to do with winning reelection of the congressman by gaining as much favorable publicity as possible, communicating to constituents how much the congressman improved their lives, which translates to how much money came back from D.C. to be spent in their district.

CLUB FOR GROWTH REPORTS:

The top earmarkers in both the House and Senate are Republicans, even after the GOP has spent much of the past year making fiscal restraint and runaway government spending the centerpiece of its political message.

Young, the ranking member on the Defense Appropriations Subcommittee, helped secure 63 earmarks worth $128 million. Cochran, his counterpart in the Senate, had his hand in 242 earmarks worth nearly $498 million.

In the House, Young was followed by Reps. Earl Pomeroy (D-N.D.) with $121 million, Mazie Hirono (D-Hawaii) with $116 million and Jim Moran (D-Va.) with $107 million. After Cochran, Sen. Daniel Inouye (D-Hawaii) was No. 2 in earmarks with $392 million, Sen. Roger Wicker (R-Miss.) received $368 million in earmarks and Robert Byrd (D-W.Va.) grabbed $292 million for his home state.

SWEEP OUT CONGRESS

I have constructed a plan (a carefully constructed guide) for getting 25-35 year old men and/or women elected to congress.

We must return to putting America's interests first.

This is far more essential than advancing either party's interest, or of having an IVY League education or an elitist mentality.

Getting reelected has become the priority of most members of congress today.

Chairmanships, from too many years in congress, (seniority) result in, most congressmen/women voting:

1. For what will get them reelected

2. What the party leader insists they must vote for

If they do not vote the way Nancy Pelosi tells them they should, they know they will have less pork to send back to their district, thus threatening their reelection.

3. Obtaining power & wealth, increasing power & wealth, maintaining power & wealth.

How Many of the Present 535 Today, Put America's Interests First?

VERY FEW--AT BEST

Voting records from the three best known taxpayer watch dog groups show that only about 6-10 in the Senate (my estimate) and 30-40 in the House, clearly put the needs of America above their reelection.

All three watchdog groups assign a score to every pork bill /earmark voted on by every House and Senate member, then apply an exact percentage to those who vote for and against these measures.

Far too many members, not only score poorly, many finish with zeroes. This usually means voting for at least 50 out of 50 pork bills.

Although this practice tilts heavily toward Democrats, a few Republicans receive zeroes also.

What Should We Look For In These 25-35 Year Old Candidates

1.INTEGRITY

2. ADHERING TO THE THE CONSTITUTION

3. RETURNING TO HOME RULE AND LOCAL CONTROL

4. REDUCING TAX COLLECTIONS ON EARNINGS

5. ENFORCING AIRTIGHT CONTROL

Add American common sense, a solid high school education, and a background of personal responsibility, mostly, showing up for work, every day, for several years and making mature, responsible decisions.

This will tell us most of what we need to know in seeking young, promising candidates.

THE OVERARCHING GOAL

REDUCE FEDERAL SPENDING TO 17% OF GDP BY 2021

PRESIDENT OBAMA HAS RAISED IT FROM A HEFTY 23% TO AN OUTRAGEOUS AND UNBELIEVABLE 28.5% IN JUST DAYS

For decades, 18-22% of GDP (far above what it should have been) has been spent. In just days, President Obama has taken it to a whopping 28.5%. This is a true danger, and an enormous violation of the CONSTITUTION.

Our own Government Accountability Office declared in 2007, that the $53 trillion dollars of future entitlement obligations, cannot be met, and must be curtailed. Those obligations are now well over $60 trillion added to uncontrolled deficit spending which will seriously stifle economic growth.

Instead of reining in entitlements, this president is expanding them at a breathtaking rate.

No literate person should accept this blatant and enormous deceit and recklessness, that can only result in unimaginable debt and limited growth.

How much does the federal government take now?

The proposed fed budget is $3.6 trillion, an unthinkably huge increase of 22%, again, just in days, an amount seen only when we had to engage in a massive war effort against two of the highest powered war machines in history in the Pacific and across the Atlantic.

The spending needs of today are not close to what was needed for that effort, yet our children and grandchildren have already been loaded with incomprehensible debt.

Held to 17% of GDP, the budget would today, be $2.4 trillion, instead of this wild and reckless $3.6 trillion. Every worker in America would earn thousands of dollars more for doing exactly what he is now doing.

Many studies, in many nations, have shown, that when national spending is held to 14-17% of GDP, per capita income increases dramatically, as do jobs, living standards and freedom.

IS THERE AN OVERARCHING STEP?

YES!! CONGRESS MUST LIMIT FEDERAL SPENDING INCREASES TO ANNUAL GDP GROWTH

This won't just happen. The electorate is showing more and more, it understands that congress is stealing its yearly productivity.

That message and the insistence that congress must stop stealing our yearly productivity gains . This practic must end now and must be hammered home.

Make no mistake, we must get rid of the entrenched powers for this to happen.

Congress has become the most cancerous entity in America.

An April 2009 poll by the highly reliable RASMUSSEN REPORTS, revealed that 75% now believe that congress is corrupt. It has removed all doubt.

The Constitution, which for over two centuries, provided unimagined historic opportunity, for the individual, is now being shredded.

HOW WOULD THIS BENEFIT ME?

THOSE WHO SHOW UP FOR WORK EVERY DAY WOULD SEE UNIMAGINED LONG TERM INCREASES IN PER CAPITA INCOME AND DISPOSABLE INCOME, FOR DOING EXACTLY WHAT THEY ARE ALREADY DOING

Increasing federal spending, above GDP growth, allows congress to spend your yearly increase (productivity).

Your wages may rise but congress has stolen your purchasing power.

Because of tax cuts, under President Bush, clear wages per capita, rose $3800 before Democrats, took control of congress in 2007, and before they gave us the housing meltdown.

Specifically, how does per capita income grow, when government spends less?

Excessive government spending, pulls capital (investment dollars) out of the private sector, causing business, labor and consumers to suffer.

In the 1990's, THE CONTRACT WITH AMERICA, forced a balanced budget, over 4 years. Pulling that money back into the private sector, from the government, for investment-which expands business, creating more jobs-led to surpluses, and the most growth the country has ever seen.

Actually when the "Contract" passed, it call for a balanced budget in 7 years but those limits on government spending were so powerful, a surplus was achieved in just 4 years.

THIS PLAN INCLUDES A SLOGAN--KEEP THE BACON HOME

Most of this cancer comes from the destructive philosophy and action that says "Bring Home The Bacon"

THE PLAN-15 STEPS

Speaking To Your Audience—You Will Promise:

1. To Take A Reduced Salary

As a congressman accept only 80% (a 20% reduction) of the salary of $175,000-(2010 projected salary).

Newly elected House member, Jason Chaffetz, of Utah, uses his office as his apartment.

This and other examples showing "actions speak louder than words" are what we need to see.

2. REDUCED COST OF CANDIDATE'S OFFICE--BY HUNDREDS OF THOUSANDS

Bloated, Expensive Staffs

Staff spending averages about $1 million a year for 435 House members and 100 and allows unnecessarily large staffs of 18 employees in the House and 22 in the Senate. Some individual staff members earn $160,000 a year, before adding in very expensive benefits.

Federal employees, including many semi-skilled employees, now average $106,000 a year in wages and benefits, even though they do not create one penny of wealth.

We in the private sector who create all the wealth that pays them, make exactly half of that--$53,000.

In no way does the CONSTITUTION intend this outcome.

Total staff spending absolutely can be shaved to $600,000 a year while still paying very good salaries and more than adequate benefits. No one, under this plan, will exceed $100,000 a year before several years of proven worth, to earn a salary that high.

Staff Savings in just 1 of 535 districts $400,000.

For further reductions, a staff reduction from 18 to 14 would should be sought. This would still leave an adequate staff and set another great example of "walking the walk" instead of just "talking the talk."

3. Lobbyists

Set the tone immediately. Those who are here for higher government spending will be wasting their time and you will not let them waste any of yours. If they are lobbying for more efficient government spending, or reduced government spending, they will get serious attention.

A 1990's study showed lobbyists in Washington-fighting for higher spending-outnumbered those who are neutral or for lower spending by a whopping 7 to 1 margin.

4. Earmarks--JUST ONE OF DOZENS OF EXAMPLES OF WHY MONEY SHOULD NOT GO TO WASHINGTON IN THE FIRST PLACE

Earmarks are illegal. Earmarks will be taboo. All Earmarks will get a no vote, pure and simple.

Constitutionally, all federal spending is intended to help the entire nation. Earmarks/pork projects are propaganda tools to get incumbents reelected. They do not help the nation at all.

5. STATE SPENDING--WHY SHOULD WE Dollars TO WASHINGTON, ONLY TO HAVE LESS OF Them COME BACK?

5. Support Only Representatives Who Will Vow To Work Tirelessly To Send Less To Washington

All states should send less. Stop taking it, for the bureaucracy, adding federal payroll and new unnecessary federal programs, especially out of control entitlements, then sending only a portion of it back, worse, this is often to pay for the same federal programs, they sent the money there in the first place. This is silly.

Medicaid is just one example of this wasteful and and useless practice.

This is all done to make politicians look good. Isn't this criminal, when it's bankrupting America?

This of course ties in with voters insisting that Congress hold yearly budget increases to economic growth (GDP) and commit to no further borrowing in the absence of at least a 2/3 majority.

Article 2 of The Constitution, solidly backed up by the Tenth Amendment, give voters, the absolute tool, to insist and enforce this "right".

Article 2, of the Constitution, states specifically what congress may spend money on, backed up in the most solid and specific manner by the 10th Amendment of the Constitution.

By preventing the federal government from unnecessarily taking money, it should not take in the first place, states will be left to build their own bridges, highways, education systems, etc.

States, using their own money can spend much more efficiently, make their own decisions, and realize their own needs.

States have 2 to 3 times more revenue as they did just several decades ago-adjusted for inflation.

6. FLAT TAX OR CONSUMPTION TAX (FAIR TAX)--A SERIOUS DETERMINED EFFORT

America desperately needs a flat tax or consumption tax to end the redistribution thievery that is growing worse each year. The projections for the future transfers of earnings of net taxpayers, to entitlement programs, proves beyond a doubt, these entitlement programs cannot be sustained.

Additionally, those who work and persist every day, are supporting the more irresponsible, at an alarmingly rapid pace.

President Obama's actions, along with those of the Democrat congress, have shown by their every effort, this is exactly what they want.

Our long term debt is now over $60 trillion dollars--that's trillion with a T.

Even before the Barney Frank/Democrat Housing Meltdown, our own Government Accountability Office (GAO) declared flat out, in its 2007 report, that the $53 trillion entitlement obligations could not be sustained.

In just days, Barack Obama has taken that number above $60 trillion, much of which goes not only to entitlements, but new and highly expensive entitlements.

7. MAINSTREAM MEDIA

DEVISE METHODS TO MAKE THE MEDIA AND DEMOCRATS

STOP LYING ABOUT TAXES

Lying about taxes is not only destructive, but because of graduated tax rates, piled on top of progressive tax rates, our citizens who get soaked the most and pay the lion's share of our nation's expenses, get villified the most by Democrat/Nanny-State advocates.

All "net taxpayers" who actually pay out to government, more than they receive from government have seen their taxes soar continuously for 40 years, before and after the Reagan and Bush tax cuts temporarily gave them huge gains in disposable income.

Those individuals, who buy into class warfare, who get satisfaction over the punishment of successful people, because of making it big, are feeding right into their own downhill path, because it always results into the type of deception, big government advocates slyly slip into legislation that pulls middle class ito paying more and more.

Confiscation at this very moment is rampant and huge.

Real after-tax per capita personal income through October, 2007 rose by 12.7 percent – an average of over $3,800 per person, practically all after the Bush tax cuts, and before the housing meltdown.

This statistic is official. It comes from the Bureau of Economic Analysis, of the Commerce Department.

Have you ever heard one word of it from the Mainstream Media?

Of course not!

Activism Has Replaced Reporting By The Mainstream Media--Advancing The Nanny-State Prevails

Ironically, revenues to the government absolutely soared, after the tax cuts, as did average workers' wages, yet look how much the Media has totally lied about this vital government proven data and completely gotten away with it with the American electorate.

This highly substantial increase in disposable personal income, was obviously a combination of lower tax rates and phenomenal growth in the economy.

Instead of honest reporting, the Mainstream Media instead uses class warfare terms and spin, such as income inequality, and phrases, such as under George Bush, the rich got richer and the poor got poorer.

CBO DATA--1995-2005 POOREST QUINTILE HAD BIGGEST GAINS

The Congressional Budget Office compiled data on gains by the 5 quintiles in the above years.

Typically, the data either contradicted either the data or the half truth put on it by the Media nad Democrats.

First.

From 1995-2005

Responsible people started the prosperous period, with many more assets, and continued to make the best use of them.

Millions of high school droputs, unwed mothers and those of limited work skills, simply did not take the necessary actions to move proportionately with opportunity.

Until Barney Frank, Chris Dodd, Franklin Raines and The Democrat Party caused the Housing Meltdown, through Fannie Mae and Freddie Mac, American workers were making great gains.

8. ENERGY AND THE ENVIRONMENTAL EXTREMISTS

No Special Interest in America,
is Destroying Prosperity as Much as This Special Interest

President Obama's deceptive words are a cruel hoax.

Carol Browner , until recently, a socialist international group leader, is probably the real leader of the president's environmental goals, basically wants to transfer as much of your labor to government, as voters will allow.

Hopefully, the electorate will prevent this destruction to our economy, our freedom and position of world leadership.

Ms. Browner is a GLOBALIST who believes that by lowering our living standards and redistributing more of our earnings to other countries, fairness and evenness will result.

Another example of The Constitution Be Damned.

FOSSIL FUELS

The world economy cannot come close to maintaining present living standards without fossil fuels for the next 25 years, to say nothing of improving the lives of the 3 or 4 billion, in most countries, who now live on less than $2 a day.

The extremists in this movement have enormous power over the Democrat Party

This movement has planted a seed, that profits, damage the environment, suggesting an uncaring attitude from those who want a reasonable energy policy.

We must elect 25-35 year olds who will vote to make us truly energy independent by voting for:

Drilling now

Nuclear energy which is safe and has provided 80% of France's energy needs for years

Clean Coal

Not only could we pay less for a gallon of gasoline than we now pay, we could help our poorest citizens with fuel costs, we could stop sending $600 billion a year to our enemies to buy foreign oil, we could add badly needed high paying jobs to our economy while increasing revenues to the government from a much broader labor force.

We are being very foolish and very complacent by letting these zealots exert such destructive power over an entire nation.

Technology now allows us to have clean, safe, energy from all these sources.

The positives for our living standards, these actions would bring, are overwhelmingly positive.

9. Farm Subsidies

Eliminate practically all farm subsidies. Most subsidies go to very rich farmers. They cost $24 billion dollars a year.

10. Free Trade

Free Trade has huge benefits to the public in lower consumer costs and to 150 million private sector employees, who create 100% of the nation’s wealth and who should not be punished for 11 million union workers.

11. School Choice--We Must End The Public-School-Monopoly

The Public School Monopoly Is Not Just Stifling Educational Advancement, it is fighting it fiercely for its own gains, and succeeding.

12. English Only--PERIOD

The National Language. No political correctness. Americans want English for the national language. Official business, government documents, election ballots, telephone messages, etc. English only.

13. Border Security

Not just border security first, enforcement of all existing laws, with-hold all funding from sanctuary cities, do everything that responds to one of the most decisive actions America has ever taken, when, in 2007, voters told congress in the most lob-sided manner, of my lifetime, that it wanted the entire illegal immigration mess, turned legal, period!!!

In states where this is now enforced, workers are going back to Mexico on their own.

14. Increase Legal Immigration

To The Required Number and Types Of Workers America Needs Most--Fast

No more Political Correctness of letting admitting, an out of proportion number of unskilled workers and high-school dropouts.

What the American labor force needs, to serve the nation as a whole, MUST BE the only consideration for the types of workers legally admitted each year, no more, no less.

15. END CREDITS FOR BUSINESS AND INDIVIDUALS

ALLOW DEDUCTIONS ONLY

CREDITS GIVE MONEY TO PEOPLE WHO HAVE PAID NO TAXES

ALLOW DEDUCTIONS ONLY AGAINST "NET FINAL TAXES" PAID

Even though a safety net would still exist, for those needing temporary help, the highly UNCONSTITUTIONAL practice of "directly" turning over the money of earners to total non-earners, would be enormously curtailed.

END CORPORATE WELFARE-REDUCE CORPORATE TAX RATES

The term "corporate welfare" is a distortion. Credits, which only reduce the final tax paid, by those corporations, would end.

Ireland in the 1990's, reduced its tax rate, then similar to our 35%, to 12 1/2%.

Corporations flocked to Ireland.

Ireland's huge unemployment problem before the tax cut, had earned it the nickname--the "sick man of Europe."

After the cut, Ireland became the most prosperous country in Europe, and now has per capita income almost as high as ours in the U.S.

WHY THE TERM "CORPORATE WELFARE" IS DECEPTIVE

EXCEPT FOR A FARM SUBSIDIES CORPORATIONS DO NOT RECEIVE MONEY FROM TAXPAYERS, VIA "THE GOVERNMENT"

Before corporations make their "final net payment" to government, certain corporations receive credits, which are nothing more than a different form of a deduction.

Unless a corporation, loses money for the year-2/3 of them do-this credit simply reduces the final tax paid by that corporation.

MOBIL OIL, no doubt gets credits against what their "final net tax" will be.

The CREDITS may even be in the hundreds of millions, possibly even several billion?

MOBIL OIL'S final tax, after all credits, deductions, and every type of subtraction was $40 billion dollars last year.

So the credit winds up being simply a temporary gimmick, whereby the company still gets slammed for a huge final "net tax."

The difference between credit and deduction is, the credit comes off the top instead of being subtracted as the last step before computing the final tax.

Corporations in 2005 and 2006, when the economy was soaring paid hundreds of billions in "final net taxes" after all credits, deductions, allowances, subsidies, no matter what you call it.

In fact corporations alone paid 1/8 of all federal spending in those years.

Reducing the corporate tax rate from 35% to 25%-the average paid by the major industrial countries-and eliminating credits, would yield all positives--higher profits for business, lower prices for consumers and increased revenues to government.

The history of this pattern already exists.

This would end the silliness of giving credits that shouldn't be given and making tax rates destructively high.

This resembles a silliness talked about earlier, in which states send money to the federal government, then qualify to get a smaller portion of it back, to pay for the same program the federal government pays, such as Medicaid. Duplication at all levels of government is a scandal.

This is another reason to return to Constitutional protections, based very much on home rule.

SUMMARY

We must find 25-35 year olds who believe in the traditional values of America, based on pro family, pro marriage a strong national defense and especially achieved through limited Constitutional government.

WE MUST LIMIT THE PERCENTAGE OF OUR NATIONAL INCOME THAT GOVERNMENT MAY USE--FEDERALLY NO MORE THAN 17%

WHEN IS FIERCE PARTISANSHIP GOOD FOR AMERICA?

WHEN CONGRESS IS FORCED BY VOTERS TO FIGHT FOR SPENDING MONEY-ON NECESSITIES-NOT SPECIAL INTERESTS. LIMITING THE AMOUNT WE WILL ALLOW AND DECLARING THAT PRECISE AMOUNT IS THE ANSWER

Our candidates must make an unmistakable committment to reducing the cost of the federal government from its present 28.5% to 17% by 2021, and returning to enforcement of the Constitution.

MAINSTREAM MEDIA

From Rasmussen:

The latest Rasmussen Reports national telephone survey shows former Mayor Rudy Giuliani leading Senator Clinton 46% to 44% in an early look at a general election match-up.

Clinton has a 47% to 45% edge on another Republican hopeful, Fred Thompson.

These numbers reflect a significant turnaround from recent polls.

Half Would Never Vote for Hillary for President

Half of the whopping 9718, voters polled online said they would not vote for Hillary Clinton.

Of those 65 and older, 59% would not vote for her.

In the 18 to 29 group, 42% said they would not vote for her.

The exact question was:

Whom would you NEVER vote for for President of the U.S.?

The poll carries a margin of error of +/- 1.0 percentage point.

GOP Primary: Rudolph Rudy Giuliani gets 39% of GOP votes in a California Republican Primary today, twice as many as undeclared candidate Fred Thompson, who gets 19%.

Significance?

In SurveyUSA's 3 most recent California tracking polls, from May, June and July, undeclared candidate Newt Gingrich was named explicitly.

In today's 08/06/07 release, Gingrich was not named explicitly. Conventional wisdom is that with Gingrich not named, Thompson's support should go up, since the two occupy the same spot on the political dancefloor.

But Thompson's support did not go up. It stayed just where it was last month, at 19%, and down 2% from its peak, in June, of 21%. Instead,

Giuliani's support went up, by 7 points, from 32% on 07/02/07 to 39% today.

John McCain, who was 2nd in May and tied for 2nd in June and July, is trending down, and is now in 3rd place. Mitt Romney, running 4th, still has no traction in California.

Among Conservative Republican primary voters, Giuliani's support went up 10 points from July to August, from 26% to 36%.

Conservative support for Thompson, McCain and Romney was all flat month-on-month, indicating that the 8% of Conservatives who voted for Gingrich in July almost all voted for Giuliani in August.

Most predict the administration won't implement the bipartisan commission's proposals, however. And fewer than 1 in 5 have "a great deal" of trust in Bush to "recommend the right thing" for the United States to do in Iraq.

Medicare Part D The New Medicare Prescription Drug Benefit

The Washington Post believes the program has been a success, stating the following:

"Some 22.5 million seniors have enrolled, and the cost–$26 billion–has turned out to be lower than projected. And "Medicare has received new bids indicating that its average per-person subsidy could drop by 15 percent in 2007, to $79.90 a month."

Polls indicate that about 80 percent of enrollees are satisfied with the program."

Democrats, however are proposing, as one of their first acts, to repeal the provision that prevents Medicare from negotiating directly with drug companies on prescription prices.

This may or may not be a political battle, but it's important for participants to stay informed to let your representative know which way the program is working best for you.

At any rate let's hope that final decisions are based on what is good for recipients not what's best for politicians

GOP Sens. Tom Coburn of Oklahoma and Jim DeMint of South Carolina are fighting the nearly 10,000 earmarks, or member-sponsored pork projects, in the spending bills Congress is currently considering.

Those two senators are likely to pass a stopgap "continuing resolution," which will continue funding all programs at last year's level. This will set the stage for the new Democratic Congress to pass its own versions of the funding bills.

Earmarks are add ons for pork in local districts.

Earmarks are doing great harm to the nation. The electorate is very angry over government bloat.

Congressmen however, get reelected by "bringing home the bacon" even though most pork projects are harmful to the nation as a whole.

In recent years, there has been no way to halt this insidious, scheming, practice.

If Rahm Emanuel, a Democrat, can put serious clamps on earmarks and related pork, that will be a very important element of bringing down the cost of government, which would in turn raise per capita income, very, very significantly.

Incumbent Republican Deborah Pryce leads Democrat Mary Jo Kilroy by 3,536 votes. But there are more than 10,000 provisional ballots left to be counted, and the Columbus Dispatch reports the Kilroy campaign is still hard at work:

Kilroy's campaign called about 70,000 voters last weekend and aired television and radio ads asking people who cast provisional ballots to contact the campaign and county boards of elections to make sure their votes in the 15 th Congressional District are counted.

According to the article, "95 percent of people who voted provisionally in Franklin County were able to provide a Social Security card or driver's license number that can be used to establish residency." If you assume 95% of provisional ballots end up being verified and counted, a down and dirty sketch of the math shows that Kilroy would have to win 70% of them to flip the seat. Furthermore, if the addition of the provisional ballots brings Kilroy within roughly 1,050 votes of Pryce (either ahead or behind) - it will trigger a mandatory recount in all three counties.

In New Mexico 1, County Clerks are in the process of counting of the 2,698 provisional ballots and 1,058 "in lieu of" ballots still outstanding. Each ballot has to be scrutinized to determine whether it's valid or not before being added the candidate's final tally. By law, the count has to be done by Friday.

Right now, incumbent Republican Heather Wilson has a 1,487-vote lead over Democrat Patricia Madrid.

The Hartford Courant reports on the back and forth of the recount in CT-2:

The roller coaster recount in the 2nd Congressional District took a sharp turn Monday afternoon when officials in one small eastern Connecticut town discovered an error that had given Democrat Joe Courtney 100 extra votes.

By nightfall, though, Courtney had gained back 40 of those votes due to the discovery of another error in another small town that had inflated the vote totals of his opponent, Republican incumbent Rob Simmons.

Later the same evening, a computation error in yet a third town gave Republicans an additional 31 votes, according to the state party chairman.

The stomach-churning ride is expected to screech to a halt late tonight, when every community in the sprawling, 65-town district will have completed its mandated recount. By law, the municipalities have until midnight Wednesday to report their revised tallies to the secretary of the state's office, but 56 had completed the process by Monday night and the final nine will do so today.

As of late Monday, Courtney, a lawyer from Vernon, continued to hold a narrow lead over Simmons, a three-term incumbent from Stonington. That margin stood at 82 votes, according to State GOP Chairman George Gallo after Simmons picked up 31 votes in Waterford. On election night, preliminary results gave Courtney a 167-vote advantage, but the margin was tiny enough to trigger a recount.

Rhode Island Whitehouse (D) Up 10.0%


Presently the Republicans control 231 of the 435 House seats and 55 of the Senate seats.

To control the House and thus name the Speaker, the Democrats would have to capture 15 seats now held by Republicans and win all those they now control.

In the Senate, Democrats would need to win six new seats.

If Democrats were to win just 5 seats, they would control 50 of the 100 votes, but the Vice President gets to cast a vote in the case of ties.

That includes the vote for the Senate Majority Leader.

On Wednesday November 8th, 2006, we should know whether or not President Bush will still have a Republican controlled congress to work with, or whether Democrats will regain the majority they held in both the House and Senate until 1994.

Generic Vote 2006 Elections

The Generic Vote simply asks voters, what party they will be voting for on election day.

In the latest Real Clear Politics (RCP) voting Democrats lead by a margin of 16.8%.

That lead seems to suggest huge gains for Democrats.

It may be tricky though, because all House races are local, i.e., by district, and many voters in their own districts might like what their own congressman is doing while disagreeing with the party.

Thus, you generally divide the adjusted basis of the old stock by the number of shares of old and new stock. The result is your new basis per share of stock. The White House is touting today's jobs report not so much for the past month's growing employment, but for the unbroken string of gains that it represents:

-- "8.31 Million Jobs Created Since August 2003 In Longest Continuous Months Of Job Growth On Record,'' the White House boasts today.

The figures released by the Bureau of Labor Statistics today – 166,000 jobs created in October -- play into the Bush administration's argument that its tax-cuts have helped keep the economy on course, despite any number of stressors in the past years, stressors continuing today with the spiraling cost of oil and epidemic of home mortgage foreclosures.

"Our economy has now added jobs for 50 straight months – the longest period of uninterrupted job growth on record,'' the White House says today.

Unemployment, it notes, remains "low at 4.7 percent.''

With the Gross Domestic Product growing by 3.9 percent in the third quarter of this year, the White House adds, "the economy has now experienced six years of uninterrupted growth, averaging 2.8 percent a year since 2001.''

See the other indicators that the White House cites for the president's argument that the "fundamentals'' of the U.S. economy are strong:

Ø Real after-tax per capita personal income has risen by 12.7 percent – an average of over $3,800 per person – since President Bush took office.

Ø Real wages rose 1.2 percent over the 12 months that ended in September. This rise is faster than the average rate during the 1990s.

Ø Since the first quarter of 2001, productivity growth has averaged 2.6 percent per year. This growth is well above average productivity growth in the 1990s, 1980s, and 1970s.

Ø The deficit today is at 1.2 percent of GDP, well below the 40-year average. Economic growth contributed to a 6.7 percent rise in tax receipts in FY 2007, following an increase of 11.8 percent in FY 2006.

Ø The President proposed a responsible level of discretionary spending in his FY 2008 Budget, and he will veto annual spending bills that exceed this level.

Each Net Taxpayer's Additional Tax For The Stimulus Package-Based On Adjusted Gross Income

When IRS tax return data, is gathered each year, the amount of income taxes paid, based on Adjusted Gross Income-line 37, Form 1040-shows each taxpayer the average amount paid in each category.

Example:

The group which has Adjusted Gross Income Between $66,532-$113,018 represents the 11 to 25% group.

The final income tax paid will determine whether a tax payer will fall into the top 1%, top 5%, 10%, 25%, or 50%. The remainder will be in just one group the bottom 50%.

The latest data compiled by the IRS for every tax return filed, is based on the tax year 2007.

In that year 140 million plus Americans filed tax returns.

Of those, only 93 million paid "net income taxes."

Even though FICA taxes and income taxes may be temporarily withheld, many credits, such as, but not limited to, the Earned Income Credit, come in such large amounts, that millions of individuals get all their FICA taxes returned and beyond that, receive a large cash amount.

This is decided, as are all welfare programs through means-testing, which means you state your income on a federal form, then read the appropriate tables showing how much you qualify for.

This year for example the maximum benefit is $5667. There are many other welfare programs now incorporated into the tax laws, so in the example above, millions of others who receive this credit qualify for other credits increasing further the total payment they receive.

Also IRS Publication 17 clearly notifies these recipients, they are still totally eligible for all the major known welfare programs in practically all states, with a few minor limitations here and there if income is too high.

I purposely did not receive the word refund. That would mean receiving something initially paid by the recipient and returned.This is strictly a payment received.

WHO PAYS WHAT IN TAXES--REMOVE ALL DOUBT, SEE IRREFUTABLE IRS DATA

Tax returns since Ronald Reagan became president in 1980, show irrefutably that the lies, spin and class warfare by Democrat Politicians, joined in most loudly, by the Nanny-State Media are blatantly untrue. The Democrat robotic talking heads, also have not come up for air for 30 years.

Most of the Nanny-State Media, practices WILLFUL MISUNDERSTANDING, in order to make the irresponsible in our society, appear to be victims. America's most productive citizens, are by far, the highest paying taxpayers, paying a much, much, higher proportion than all others in both percentage and actual dollars.

Even Though the Rich Do Not need Our sympathy, Because They Are Rich, the Tax Code is Actually Unfairest to Them.

This high payment, the wealthiest pay, is a yearly payment. It is a "net payment", i.e. after all deductions, credits, subsidies etc. are taken by the taxpayer, this is the amount of their money, the government keeps, and spends; and which the taxpayer, forks over, and no longer has.

Many uninformed voters believe the wealthiest "get from" the government when the reality is that at the end of every year, the rich "pay through the nose."

The top 1%--just 1.4 million taxpayers, pay 40.42% of the total burden in the amount of---$450 Billion.

This leaves $650 billion to be paid--not much more than the $450 billion already paid by that top 1%--gets spread among 141 million taxpayers-or 100 times as many as the top 1%.

So, are these 1.4 million getting away with something, carrying an astoundingly large percentage of the total burden?

NET TAXPAYERS

To avoid the trickery and deception of politicians and spinmeisters, we should insist that elected officials start using the term "net taxpayers", referring to those who actually part with and leave money with the treasury, their own "hard earned" dollars and stop calling those who "receive" more than they pay--taxpayers.

In addition, highest payers, give us the most jobs, as entrepreneurs and investors and therefore contribute, far more to our standard of living and greatness, than political and media elites, who contribute little more than journalistic activism toward building an entitlement state.

How many of we Americans, especially those employed for a lifetime by some employer, did not get our first job and all jobs from someone who risked their own money, made serious sacrifices and persisted enough to give us a chance at the American dream?

Government is Always Insidious

All government programs start small making insane promises of future costs, thEn scheme to get more of taxpayers' money. Every single program has gone unimaginably beyond promised numbers. Medicaid for example, within 25 years, of its inception, was 13 times beyond its original promise of $13 billion dollars.

Today's cost is closing in just under $300 billion to just the federal government. Billions more in each state.

Social Security made the promises always made that costs wouldn't rise. It taxed taxpayers a maximum of $60, its first year ($907 in today's dollars) today it has no limit.

A taxpayer in the top 1/10 of 1%, can now easily pay over $500,000 on the Medicare tax (it has a different name now, but still comes from the originally promised $60 dollar limit under social security) in addition to millions in income taxes, state taxes and every other tax.

Not only that, but congress has stolen and spent the $2 trillion dollars surplus taken in by the social security program and Democrats continue to blatantly lie that a "Trust Fund" has that money. I repeat, it is a 100% lie. It has nothing but paper IOU'S, worth (0) zero.

Medicare, every other one, it doesn't matter. Everyone has the identical history. The only question with each is how colossal is the present and future enormous cost.

We all start out paying, at a 10% rate, in the lowest bracket, then as we move to each bracket, we not only pay more on a higher amount but everything we pay in that bracket (15%), is taxed at 15%, then up to 28%--from there, all earnings are taxed at 28%, continuing up to 35% which Barack Obama is taking to 40% rounded, starting in 2011.

This is pay more as you make more but additionally pay more in every new bracket than you did in the last, raising, not just the additional tax payment higher, on more income, but the additional percentage higher on every dollar from there on.

Polling has shown for decades that Americans, in very large numbers majorities, believe (correctly, in my opinion) that taxpayers should, have one flat rate, thus the more you make, the more you pay. America strongly believes 1 flat rate should apply to everyone.

The logic of it seems indisputable to me.
